For many around the world, however, the events of the last week have reinforced the perception that the United States is simply not ready for prime time, whether in launching — and dragging allies into — costly, destabilizing and ultimately pointless wars, embracing questionable financial practices that plunged the world into an economic crisis, or proving unable fight a devastating pandemic that’s killed more 620,000 Americans. The world, rightly, expects the United States to do big things well, whether in crafting strategy, meaningful capabilities, starting wars or ending them.

Today, NATO advertises itself under version 3.0 — a forward-looking orientation to renewing the strength and readiness of its forces while addressing emerging challenges that confront the Alliance. If versions one and two addressed Cold War challenges and out-of-area operations, this third incarnation reinforces the solidarity of the Alliance through increased readiness, strengthened capabilities and credible deterrence to face new challenges. The Allies are engaging in new domains (space and cyber), reinvigorating the command structure and the political controls governing it, recognizing new competitors (China) and facing old adversaries (Russia) with firmness and resolve. There is much to be optimistic about in NATO’s agenda.

As more countries acquire drones, will their widespread availability lead to greater military adventurism and conflict? Will countries be more willing to put a drone in harm’s way? If so, how will other nations respond? Would they be more willing to shoot down a drone than a human-inhabited aircraft? And if they did, are those incidents likely to escalate? To help answer these questions, in 2016 the Center for a New American Security conducted a survey experiment to better understand how experts and the general public viewed the use of force with drones.
