Gen. Spencer enlisted in the Air Force in 1971 at the age of 18 rose through the noncommissioned ranks for nine years before becoming an office in 1980 to become vice chief. Spencer, who became AFA president in 2015 immediately after retiring, will step down March 1, 2019, and be replaced by Lt. Gen. Bruce “Orville” Wright, USAF Ret.
